yep The Announcer is the name given to the person commentating THE FINALS matches over speakers in the arena. They can often be heard at the beginning of matches and after a team gets wiped, speaking in an exaggerated, larger-than-life manner. The Announcer is separate to Scotty and June.

On Seoul, the Announcer speaks in Korean. The Announcer is most likely the person who informs the crowd on what's happening.
